o advancing critical infrastructure projects that enhance transport, connectivity, and urban renewal across NSW.

The IPE Division is founded on a commitment to delivering transformative projects with a clear focus on sustainability, efficiency, and community value. Through strategic partnerships with industry leaders and the structuring of a new senior leadership team, the Division is set to oversee infrastructure that spans:

New Leadership Branches to Drive Excellence

The IPE Division introduces several key branches, each focused on specific aspects of infrastructure and transport. These branches and their leaders will guide NSW’s infrastructure future through initiatives that promote efficiency, capability, and sustainability:

  • Commercial Performance and Optimisation branch – Led by Ken Reynolds, drives excellence in commercial management, project controls, strategy and reform to improve how we deliver our infrastructure projects, while minimising time, cost, and risks. 
  • Pipeline, Partnerships and Development – Under the leadership of Kamal Cheema, prepares Transport and our industry partners for our dynamic project pipeline, leads industry engagement, and drives initiatives to improve diversity and capability in the sector. 

  • Technical, Design and Engineering – Led by Lauren Allen, applies design, engineering and technical services expertise to deliver on project outcomes. Contributes to, implements, and assures against engineering and technical standards on projects across Transport. 
  • Roads and Active Transport Projects – Led by Glen Mace, develops and delivers Transport’s significant roads and active transport project pipeline across NSW, leveraging best practice for better project outcomes.  
  • Public Transport Projects – Under the leadership of Raquel Rubalcaba, leads the statewide development and delivery of our public transport infrastructure projects and systems – including rail, light rail, maritime, accessibility upgrades and bus infrastructure.  
  • Rail Fleet Programs – Led by Mark Stevenson, manages the development, procurement, and delivery of the state’s new intercity, regional, and future rail fleets, with a strong focus on supporting local manufacturing and building a legacy of long-term rail capability in NSW. 
  • Property Development and Land Access – Under the leadership of Toni Blume, acquires, enhances, manages, and divests properties to deliver the best value for NSW and meet our future Transport needs, while also supporting the NSW Government’s housing priorities.  

Building a Future of World-Class Infrastructure

While the IPE Division establishes its leadership and operational frameworks and its branch delivery models to be finalised next year, the Division’s mission remains focused on delivering one of Australia’s largest infrastructure pipelines. With an unwavering commitment to collaboration and innovation, the IPE Division will continue to partner with industry leaders, communities, and government to build world-class transport and urban infrastructure that supports a vibrant, resilient NSW.

Event Summary

What does a world of sustainable concrete look like? Ideally it would incorporate innovative practices that minimise environmental impact while maximising use and durability. Throughout the world there is an amazing amount of work that is being conducted to achieve this, but it requires a collective effort for it to be effective.

Our seminar and forum “A World of Sustainable Concrete” is an incredible opportunity to hear from internationally recognised speakers from all parts of the globe who are working towards this collaboration. Our three keynote speakers are not only exceptional practitioners in concrete sustainability, but as past CIA keynote conference presenters, are warmly welcomed back to share their experience and knowledge to delegates and guests.

US FHWA By-Products in Concrete Pavements

U.S. Federal Highway Administration published “Use of Industrial Byproducts in Concrete Paving Applications,” outlining considerations to be taken into account by highway agency and contractor engineers in evaluating the beneficial use of such products, including off-spec fly ash and bottom ash, in concrete paving projects.

Historically, bottom ash, as well as fly ash that does not meet AASHTO M 295 or ASTM C618 standards for use in concrete, has been placed into storage. However, as coal power plants continue to be retired, limiting the availability of fresh production ash, landfilled/impounded fly ash and bottom ash (frequently comingled) are increasingly being harvested and beneficiated for use in concrete construction.

FHWA’s report covers the basic physical and chemical characteristics of fly ash and bottom ash and their potential for use in a variety of bound (concrete) and unbound (fill and base material) applications, concluding: “Used alone or blended with other materials, off-spec coal ash can possess the chemical and physical characteristics needed to provide benefits for concrete and stabilized bases. Off-spec coal ash has been found to be a suitable material for use in stabilizing soils, with high-CaO off-spec ash showing better performance than fly ash meeting AASHTO M 295 (ASTM C618) in stabilizing some soils.”

Once a material—whether coal ash or other byproduct—has been identified with the potential for beneficial use in a specific concrete paving project, FHWA says that the technical performance, economic feasibility, and environmental impacts of the material’s beneficial use should be analyzed. “Tests should be performed on the material itself and on the application product (e.g., base, fill, or concrete material) during the qualification/preconstruction phase and upon delivery or during construction,” FHWA says. The economic benefits can be quantified using a life-cycle cost analysis, while the environmental impacts and benefits can be evaluated using a life-cycle assessment, the agency adds.

Federal Budget Boosts Northern Territory Road Infrastructure with $193 Million Investment

Following the release of the Australian Federal Budget, there has been a significant increase in funding for the Northern Territory’s Road network. Approximately $193 million has been allocated for the expansion and upkeep of NT roads.

Out of this allocation, $64 million will be dedicated to duplicating Berrimah Rd from the Stuart Highway to Tiger Brennan Drive, with an additional $20 million allocated for the duplication of Roystonea Ave between Terry Drive and Lambrick Ave.

Furthermore, $40 million will be invested in pavement strengthening, widening, resealing, and surface correction along the Stuart Highway.

A sum of $2 million has been earmarked for the development of a business case aimed at enhancing community connectivity and access to services via improvements to the Weddell Freeway.

Additionally, another $2 million will be utilised to develop a business case focused on enhancing access to Darwin Port through upgrades to the Stuart Highway, Vanderlin Drive, and McMillans Rd.

The prominent features of the Federal Budget included energy bills relief, medicine costs, and tax cuts. However, significant funding totalling $4.6 billion will be allocated to new road projects across Australia, and $10.1 billion on projects already underway.

The Federal Budget brought the total five-year investment in Roads to Recovery funding for Darwin and Palmerston to $69m.

Luke Gosling, the Member of Parliament for Solomon, highlighted that this funding demonstrates the recognition by the Albanese government of the crucial role road networks play in the economy of the Territory.

“The Northern Territory’s Road infrastructure network supports the lifeblood of our communities, particularly across rural and remote areas, and is critical to our regions socio-economic sustainability,” Mr Gosling said.

“Our roads play a vital role in our nation’s complex freight supply chain systems, with our Australian Defence Forces also relying on critical civil infrastructure capabilities to service military bases and support national security and strategic posture in northern Australia.

“From Tiger Brennan Drive and down the Stuart Highway, the Albanese Labor government is ensuring our region has the funding it needs and deserves to improve roads infrastructure, the importance of which cannot be understated, especially for enhancing and saving the lives of Territorians.”

ASCP Gunlake Quarry Tour Recap

Earlier this month, Gunlake Quarries rolled out the welcome mat for members of the Australian Society of Concrete Pavements (ASCP) and aspiring young professionals with a site tour that was as enlightening as it was enjoyable.

The day kicked off with a riveting presentation delving into the intricate operations and processes that make Gunlake Quarry tick. Attendees then embarked on a firsthand exploration of the facilities, soaking in the sights, sounds, and secrets of the quarry.

Leading the charge was none other than General Manager Vince Matthews, along with the stellar Gunlake Quarry team, whose hospitality and expertise left a lasting impression on everyone in attendance. Although Mother Nature put a damper on plans for a ‘mini blast’ due to earlier inclement weather, spirits remained high as attendees soaked in the knowledge.

The ASCP would like to extend thanks to Vince and the entire Gunlake Quarry crew for pulling out all the stops to ensure a great experience for all. Their warm welcome and willingness to offer a glimpse behind the curtain of quarry operations provided invaluable insights for all who attended.

ASCP Gunlake Quarry Tour

The ASCP in conjunction with Gunlake Quarries are holding a Quarry Tour of their Gunlake site in Marulan, NSW. The tour will be led by Quarry Manager, Vince Matthews.

This special one-off event has been curated for young engineers who are interested in expanding their knowledge surrounding quarries and quarry materials.

ASCP – ELECTION OUTCOMES OF 17th ANNUAL GENERAL MEETING

Jamie Egan, President and Craig Heidrich, Executive Director conducted the Annual General Meeting for the Australian Society for Concrete Pavements.

Following the 17th Annual General Meeting of the Australian Society for Concrete Pavements held on Tuesday 26th March 2024, during the ASCP Forum Series at Ryde Eastwood Leagues Club.  

Under the Constitution the ASCP received six (6) valid nominations to fill five (5) vacant positions. Accordingly under Clause 9 an election shall be conducted for standing candidates and those candidates with most votes are taken to be elected. Election were conducted electronically employing the ‘Robson Rotating’ algorithm so as to avoid any preferencing of candidates.  The following persons were duly elected by majority votes. The results were announced during the meeting. The elected persons were;

• Mina Hemaia
• Tim Buckingham-Jones
