Functional Contracts in Bavaria

Paper by SCHMERBECK from ISCR 10th 2006 Brussels Belgium

In 2004 the pavement of the Inntal-highway from the interchange Inntal to the border at Kieferfelden was reconstructed from km 11 to km 22 using a Functional Contract. For Functional Contracts the quality of the construction work is defined by the view of the road users. The expectations of the road administration referring to innovation, durability, consciousness for maintenance and cost efficiency were only partially met. The concrete pavement was finished with an exposed aggregate surface, which has a noise reduction level like an SMA 0/8S. The functional contracts, which were built till now, lead to knowledge, which will be used in the next functional contracts. The functional contracts also result in useful experiences for PPP-Models.
