o advancing critical infrastructure projects that enhance transport, connectivity, and urban renewal across NSW.
A Vision for Transformative Infrastructure
The IPE Division is founded on a commitment to delivering transformative projects with a clear focus on sustainability, efficiency, and community value. Through strategic partnerships with industry leaders and the structuring of a new senior leadership team, the Division is set to oversee infrastructure that spans:

This comprehensive approach aims to shape a more connected, accessible, and environmentally sustainable NSW for generations to come.
New Leadership Branches to Drive Excellence
The IPE Division introduces several key branches, each focused on specific aspects of infrastructure and transport. These branches and their leaders will guide NSW’s infrastructure future through initiatives that promote efficiency, capability, and sustainability:
- Commercial Performance and Optimisation branch – Led by Ken Reynolds, drives excellence in commercial management, project controls, strategy and reform to improve how we deliver our infrastructure projects, while minimising time, cost, and risks.
- Pipeline, Partnerships and Development – Under the leadership of Kamal Cheema, prepares Transport and our industry partners for our dynamic project pipeline, leads industry engagement, and drives initiatives to improve diversity and capability in the sector.
- Technical, Design and Engineering – Led by Lauren Allen, applies design, engineering and technical services expertise to deliver on project outcomes. Contributes to, implements, and assures against engineering and technical standards on projects across Transport.
- Roads and Active Transport Projects – Led by Glen Mace, develops and delivers Transport’s significant roads and active transport project pipeline across NSW, leveraging best practice for better project outcomes.
- Public Transport Projects – Under the leadership of Raquel Rubalcaba, leads the statewide development and delivery of our public transport infrastructure projects and systems – including rail, light rail, maritime, accessibility upgrades and bus infrastructure.
- Rail Fleet Programs – Led by Mark Stevenson, manages the development, procurement, and delivery of the state’s new intercity, regional, and future rail fleets, with a strong focus on supporting local manufacturing and building a legacy of long-term rail capability in NSW.
- Property Development and Land Access – Under the leadership of Toni Blume, acquires, enhances, manages, and divests properties to deliver the best value for NSW and meet our future Transport needs, while also supporting the NSW Government’s housing priorities.

While the IPE Division establishes its leadership and operational frameworks and its branch delivery models to be finalised next year, the Division’s mission remains focused on delivering one of Australia’s largest infrastructure pipelines. With an unwavering commitment to collaboration and innovation, the IPE Division will continue to partner with industry leaders, communities, and government to build world-class transport and urban infrastructure that supports a vibrant, resilient NSW.
