The utilization of tarbearing scarified road materials, which are charged with phenols and polycyclic aromatic hydrocarbon (PAH) to a considerable extent, is becoming a problem of increasing urgency in Germany. This paper deals with the consolidation of tarbearing scarified road materials with a special hydraulic binder, which due to its composition and a special admixture reduces the emission of phenol to a higher degree than ordinary portland cement. Also the leaching of PAH is reduced by this binder to such an extent that under normal cirumstances no endangering quantities will attain the environment.
