Paper and Presentation by Dr Warren Smith, CemAssure - A Conformity Assurance System for the Australian Cementitious Materials Industry from ASCP 4th Concrete Pavements Conference 2017
In recent years there has been increasing concern with non-conforming products in the building products sector. In a report by the Australian Industry Group (Ai Group) in 2013, the amount of product available in the Australian market which failed to meet local codes and Standards was found to be substantial and requiring a form of independent assessment of conformity prior to use. It concluded that industry needed to “show leadership and cohesion to tackle this issue”.
Procurement related authorities have shared this concern and are implementing or have implemented over 100 various forms of conformity assessment to address this concern.
The cement and concrete industry have remained unaffected in this process to date, due in large part to the existing quality infrastructure of the industry. In this environment, the cement and concrete industry through its peak body Cement Concrete and Aggregates Australia (CCAA) has decided to reinforce confidence in cementitious products in Australia through the development of a product conformity scheme.
CCAA has engaged with the APCC (Australasian Procurement and Construction Council), and others, in the development of a guide to construction products procurement. This process has guided the design of a system that is the best fit for the quality assurance infrastructure of the cementitious industry.
